We are pleased to inform you that 2019 marks the 25th Anniversary of the New York State Municipal Workers’ Compensation Alliance (Comp Alliance). What began 25 years ago with a vision by the Association of Towns of the State of New York and the commitment of two municipalities has grown into a premier shared-service model that serves 280 municipalities. The dedication of our members to the mission and philosophy of the Comp Alliance is the foundation of its success.
As a sign of appreciation to our members, we are sending each member a steel cabinet 25th Anniversary first aid kit.
In the early 1990s, municipalities in New York struggled to budget for the continual increase in workers’ compensation costs. The Comp Alliance offered budgetary stability and the opportunity to achieve significant savings through sharing the costs of workers’ compensation insurance. By the end of its first year, it had seven members and approximately $250,000 in contributions. Today, the Comp Alliance has 280 members, $47 million in contributions and an $18 million surplus to help maintain long-term financial stability. With sponsorship and oversight by the Association of Towns of the State of New York and the New York State Conference of Mayors, the Comp Alliance’s mission remains the same as it was twenty-five years ago—ensuring members are able to meet their long-term workers’ compensation liabilities while maintaining stable funding contributions.
The Comp Alliance provides our members with the resources to keep employees safe and successfully manage their workers’ compensation costs. In-house, professional risk managers are located throughout the state and available to assist our members. Dedicated claims professionals work with members to ensure that claims are handled expeditiously to achieve a safe and healthy return to work for injured employees. Equipped with these resources, Comp Alliance members are able to regain control of their workers’ compensation costs.
Our 25th anniversary first aid kit will be shipped soon, and we hope all members will display it prominently. We are proud of the Comp Alliance’s success over the past 25 years and the future looks even brighter.
In response to recent changes to laws regarding sexual harassment in New York State, the Comp Alliance is offering our members the opportunity to attend train-the-trainer seminars to assist you in meeting the new legislative requirements.
The train-the-trainer seminars are being offered at 11 different locations around the state during the months of March, April, and May 2019. pdf CLICK HERE (667 KB) for the seminar schedules, and further seminar information. Speakers will include prominent attorneys who are well versed in the legislation and who have handled hundreds of harassment and discrimination lawsuits.
The training sessions are intended for compliance officers, human resource staff, municipal or school district attorneys, and/or those individuals in your organization who are responsible for developing your sexual harassment policies and providing the mandated training to your staff.
The new state legislation requires a policy to have been developed and implemented by October 9, 2018. Staff training on this policy must be completed by October 9, 2019. Our train-the-trainer seminars will provide details on the minimum standards for your sexual harassment policy and will assist you in fulfilling the training requirements mandated by the recent legislation.
The attorney speakers will explain applicable anti-harassment laws, discuss prohibited conduct, include complaint procedures that should be implemented in your municipality or district, provide scenarios on possible outcomes of harassment complaints, and answer your specific questions on policy development and training.
As the new sexual harassment legislation requires that the training be specific to your municipal/ district policies, include member-specific remedies available to victims of sexual harassment, include information on your employees’ rights of redress and all available forums for adjudicating harassment complaints, and include a discussion of your policy-specific responsibilities for your supervisors, we will no longer be covering this topic during our risk control training of the state mandated topics.
Therefore, we encourage our members to take advantage of this excellent opportunity to receive advice and guidance on your sexual harassment policy development and staff training. Supportive references including a sample sexual harassment policy and training requirements are available on the Comp Alliance Member website. Our risk control staff is also available to you to provide general guidance on your policy and training program development.
